Virginia Senior Amateurs Take On Home of Virginia Cavaliers

Piedmont Virginia Senior Amateurs Enjoy a Break in the Rain Tuesday July 9th at Birdwood Golf Club

Charlottesville, VA         Sixteen players came out  for the Tours 11th tournament of the season which was played at the Home Course of the Virginia Cavaliers. They found the course in great shape and the staff there very friendly and professional. Overcast Skies helped keep the temperature down a little but action on the course heated up quickly with 2 of the groups 8 birdies of the day coming on the 2nd hole. Most of the participants were B and C flight players where birdies are usually scarce but competition very intense.

Rusty Ward from Hopewell was the lone participant in the A Flight but played solidly for his 1st Tour win carding an 82. Ward; who also plays on the Tidewater Golfweek Tour is a new Senior Tour member having only played in 3 tournaments so far this season .

The B Flight had 7 players competing for the top spot and points in their season standings. Raymond Rice from Hurt used his lowest round of 2 seasons on the Tour; a 76  to fight off a strong challenge by Larry Maitland for his 2nd win of the season. Rice a very consistent player used 12 pars and a birdie on # 12 to maintain his lead. The win closes the gap in the season points race for the Flight leaving Rice in 2nd place only 90 points behind Flight Leader Bill Knarr at the season’s midway point.  Maitland who was playing in the B flight temporally while recovering from knee replacement surgery carded 3 birdies and a closest to the Flag in his charge to overtake Rice before double bogies on 16 & 18 dropped him into 2nd place with a 77. Maitland whose Tour handicap has lowered again now that he is able to play more will be promoted back into A Flight for the rest of the season.

In C Flight action Tidewater area players continued to be the dominate force as they have won 7 of the 11 tournaments this season.  This time it was the strong play of Robert Weaver from Virginia Beach who shot his lowest round of the year with an 81 which took the top spot. It was Weaver’s 3rd Tour win of the season; but his previous low round was an 88. In addition to his win Weaver also collected a Closest to the Flag prize and won a Skin in the Skins Game with a chip in Birdie on #16. Even with his strong showing Weaver’s win was no runaway as 2nd place finisher Kenny Powell was a single stroke down at the turn as was Jerry Bryan.  Both Powell and Bryan found trouble on the backside with Powell finishing with an 89 and Bryan a 94. Weaver whose Tour handicap following the win also fell below the range for the Flight will be promoted up to the B Flight for the remainder of the season.

The Tours next tournaments will be back to back days Tuesday July 30th at Royal New Kent and Wednesday July 31st at Viniterra. The tournament at Viniterra will be the Tours 2nd MAJOR of the season with automatic qualification to National Finals to all Flight winners and double season points to all participants up for grabs. Both have 10am starts . Entry fee for Royal New Kent is $70 and for Viniterra is $75. Registration by July 23rd is required and can be made online or by calling Kenny Powell at 434-792-3728.

Rules Review
It has been suggested that there should be a series of Rules scenarios for you to solve. So begins a series of problems titled What's the Score? Doc Miller has graciously agreed to allow me to share these with you that he has been sending since July 2009.I will include one each week. You should try to determine the answer based upon your knowledge of the Rules when ever possible and then use your Rule book to confirm. There will be no trick questions or hidden information.
If you do not have a Rules of Golf book handy, go to: usga.org/Rule-Books and-Decisions

ONLY WHEN THE FORM OF PLAY IS A FACTOR WILL IT BE STATED

Question from week #204

Gulliver's ball has come to rest about two feet from being out of bounds. There is an out of bounds stake directly opposite Gulliver’s ball. From the following statements, select all that could be true:

1. If the stake interferes with Gulliver's stance or stroke, he may temporarily remove the stake.

2. There could be a Local Rule which permits Gulliver to remove the stake, but only if the stake identifies the OB and is not used to define the OB.

3. As long as Gulliver does not remove the stake from the ground, it is okay for him to move it in place in fairly taking his stance and making his stroke.

4. If Gulliver, in fairly taking his stance, moves the stake there is no penalty, provided he replaces it before making his stroke.

2 and 4 are True;

From the Definition for Out of Bounds: Out of Bounds stakes are treated as fixed and are not to be moved.

This simple statement reveals why #1 is false. If a player removes a stake there is no escaping a penalty even if he returns the stake to its original position.

When you read the definition you find two notes at the end. The second note states the Committee is permitted to make a Local Rule that essentially designates certain OB stakes as obstructions provided they do not define the OB but only identify it. For example, a stone wall is deemed to define the OB line on a particular hole. The Committee has also placed near the wall the occasional white stake to help identify the wall as the OB line. Because the stakes would be placed in the ground inside the OB line (bottom of the wall at ground level), they could interfere with normal play. The Committee could deem these stakes as obstructions on this hole.

#3 and #4 essentially cover the same situation. R13-2 has a laundry list of things the player must not do under a variety of situations with exceptions for each. Putting together the proper clauses for this situation, here is what you should come up with:

The player must not improve or allow to be improved...the area of his intended stance or swing...by...moving, bending or breaking anything growing or fixed (including immovable obstruction and objects defining out of bounds.) However, the player incurs no penalty if the action occurs ...in fairly taking his stance.)

We have the general requirement that we cannot move an OB stake. We also acknowledge the player is entitled to fairly take his stance. This use of the term “fairly” should be interpreted to mean “in the least intrusive way possible”. This may seem to create a potential conflict. He’s allowed to fairly take his stance but he must not move an OB stake? Which Rule overrides and dominates this dilemma? From (2) above we already know the Rules permit an exception to the general Rule not to move an OB stake (a specific Local Rule). So too, R13-2 also creates a specific Rule that exempts the player from a breach in very limited circumstances.

You need to recognize that fairly taking a stance is an act separate from that of making a stroke. If Gulliver goes to fairly take his stance and his butt accidentally bumps and moves the OB stake, this specific construct of R13-2 exempts the player from penalty for the bump and movement—provided Gulliver steps back, returns the stake to its original position, and tries again. To avoid penalty, Gulliver must return the stake to its original position. He cannot make a stroke with the stake moved even if it was moved as a result of him fairly taking his stance or in making his stroke without incurring a penalty.

THINK: If the movement was accidental in fairly taking your stance, correct it. If the stake is left in the moved position, this then is no longer accidental and the player would be penalized.
